Our story
A family business that never stopped being one
- Founded
- 2002, as The Vale Care Company
- Run by Joanne and Adam since
- 2008
- Last CIW inspection
- Excellent for well-being
- Office
- Barry, Vale of Glamorgan
The business began in 2002 as The Vale Care Company, a very small family run operation in the Vale of Glamorgan. In 2008 Joanne and Adam gave up their careers to buy it, and spent the following years rebuilding how it works from the inside.
What they ended up with is a care business that behaves like a small one and runs like a large one. Clients know the office by name. The office knows which client will not answer the door to somebody new. Underneath that, the scheduling, the record keeping and the compliance are done properly, because in care those are not back office concerns. They are the difference between somebody getting their medication and not.
It was rebranded to Hallows Care in 2016. Twenty years in, the question became what to do with it. Opening more offices directly would have meant managing places nobody in the family lives, so the answer was a franchise: hand the whole system to somebody who does live there, and hold them to the standard it was built to.
Hallows Care provides a reliable and consistently good service in The Vale of Glamorgan.
How it got here
Twenty years, in five steps
The same family, the same office in Barry, and a service that grew into something worth handing on.
- 2002
The Vale Care Company
The business starts in the Vale of Glamorgan as a very small family run care company, at a point when this level of care at home was not widely available locally.
- 2008
Joanne and Adam take it on
They give up their careers to buy the company, then spend the following years rebuilding how it runs: the rotas, the training, the record keeping and the way families are spoken to.
- 2016
It becomes Hallows Care
The rebrand reflects what the business had grown into. Same family, same office, considerably more capability behind it.
- 2025
Rated excellent for well-being
Care Inspectorate Wales inspects the service in December and rates well-being excellent, with care and support and leadership both good.
- Now
Opening it up
Twenty years of systems, training and accreditations become a franchise, so somebody else can run it in their own area without working all of it out again.

What we believe
Three things we will not trade away
-
Quality
Stay close to the people we support, ask them what is working, and act on the answer. The inspection findings are the external check on whether that is actually happening.
-
Trust
Care workers are treated as part of the business rather than as a rota to be filled. Retention is a service quality issue: a small, consistent team is impossible without it.
-
Care
Act responsibly towards staff, clients and the community the office sits in. That includes saying no to work we cannot safely cover.
The next chapter
Opening it up
Hallows Care is now offered as a franchise. Owners get the systems, the training, the accreditations and the operations manual that took twenty years to build, plus a territory of their own.
